Rachel has been a regulator with the RI insurance division for over 10 years. She began as a Senior Insurance Analyst in 2012, was promoted to Principal Insurance Analyst in 2014, and promoted to Chief of Insurance Consumer and Licensing Services in 2019. Prior to state service, she worked in the insurance industry for about a decade and held an insurance producer license. Rachel holds a bachelor’s degree (2001) and an MBA (2008), earned the Institutes API and AINS designations in 2010 and 2011, the NAIC’s APIR and PIR designations in 2013 and 2017, and obtained her SILA Fellow designation in 2021.

Rachel's role at the RI Insurance Division spans serving as the administrator of the insurance producer licensing unit to chief of consumer services to technical liaison across the division’s unit. She was asked to serve as the Chair of the NAIC’s Adjuster Licensing Working Group and that group will kick off soon here in 2022. Rachel also monitors, reviews, and participates on several other NAIC working groups as an interested regulator and serves on several SILA working groups/committees.mmerce and the Central Alabama Community Foundation.

Charlene Ferguson serves as Chief of the Licensing Services Division for the California Department of Insurance (Department). The Division is responsible for licensing agents, brokers, bail agents, insurance adjusters, business entities, and for conducting background reviews of individuals both applying for licensure and currently licensed. The Division also performs background reviews of officers and directors of insurance companies transacting or seeking to transact business in California.

Charlene started with the Department in 1996 and she joined the Licensing Services Division’s Producer Licensing Bureau in 2000, where she was promoted to Division Chief in May 2018.

Kaitlyn Small is Regulatory Specialist at RegEd. Having served in this role for 7 years, she is a subject matter expert in licensing and registration requirements with a focus on Producer, Adjuster, Reinsurance Intermediary and Agency Licensing. At RegEd, Kaitlyn assists the Registration and Licensing teams with licensing transactions and regulatory issues. She monitors state regulation and process changes, and liaises with State Divisions of Insurance on issues that arise during the licensing process.

Kaitlyn holds a degree from North Carolina State University (2012) and is a member of the Securities and Licensing Association (SILA). Within SILA, Kaitlyn serves in several ways. She has been SILA Adjuster Licensing Subgroup (SALS) Steering Committee Member since 2019 and participates in various SILA Task Groups advocating for reciprocity and uniformity in the industry. She has also held a SILA Associate Designation since 2020.
